ETERNA LAW at the 5th Business & Legal Infrastructure Forum: key challenges in Ukraine’s reconstruction

On 16 June, ETERNA LAW partner Artem Kuzmenko and lawyer Elmira Shevchenko took part in the 5th Business & Legal Infrastructure Forum, organised by the publication “Yuridichna Praktika”.

This year’s discussion brought together representatives from the public sector, big business and investors to discuss strategies for modernising and protecting Ukraine’s infrastructure.

Key topics of discussion:

  • Reconstruction strategies: an analysis of the state of critical infrastructure and ways to modernise it in line with European standards.
  • Infrastructure investment: mechanisms for attracting private capital in an environment of high war risks and investment insurance instruments.
  • Public-private partnerships (PPPs): discussion of the legislative changes required to scale up PPP projects in the energy and transport sectors.
  • Legal protection of assets: developing mechanisms to protect facilities and the legal aspects of compensation for war-related losses.
  • Logistical challenges: ensuring the stability of transport corridors and modernising logistics infrastructure as the foundation of the country’s export potential.

One of the most discussed events was a special report dedicated to the topical issue of establishing a private air defence system. Experts analysed the legal, organisational and technical aspects of implementing such a mechanism, which is critical for ensuring the security of infrastructure facilities in the current climate.

For the ETERNA LAW team, taking part in this event provided an opportunity to explore the pressing legal issues involved in implementing large-scale infrastructure projects, which form the basis for the country’s economic recovery.
