Private civil defence as a new mechanism for business protection: what is referred to in practice as “private civil defence”, and why, legally speaking, this refers to civil defence groups comprising authorised enterprises, rather than private military formations or the autonomous use of weapons by businesses;
Who can set up an air defence group: requirements for enterprises, critical infrastructure operators, managers and employees, as well as restrictions regarding sanctions, links with the aggressor state and personnel composition;
The procedure for establishing an air defence group: applying to the Ministry of Defence, obtaining authorised enterprise status, forming the group, coordinating with the Air Command and reaching a joint decision;
How an air defence group operates once established: training and authorisation to carry out tasks, interaction with the Air Force, limits on the use of air defence assets, facilities to be protected, and the role of joint decision-making;
Practical risks for businesses: procurement, transfer, storage and return of air defence assets; funding; employment formalities for group members; record-keeping; reporting; liability; and grounds for losing authorised enterprise status.
